Rehabilitation, the key to the future of construction
The construction sector has been one of the sectors which has suffered the least negative effects from the pandemc. Even so, companies, institutions and associations of the sector show some concern about the economic recession that may come from the health crisis. The Government has designated a sum of money from the General State Budget to alleviate the effects of the crisis that the pandemic may generate in the sector in 2021.
The construction sector has been one of those that has suffered the impact of the health crisis to a lesser degree, but even so there is some concern that Covid may end up generating an economic recession in the sector.
To face this situation, two important measures have been taken: assignment of 1.651 million euros from the General State Budget for 2021 to the Recovery Plan and invest in rehabilitation.
Thanks to this sum of money, the rehabilitation and economic recovery, social recovery and digital rehabilitation and sustainability of public buildings programs can be implemented in the coming years.
Additionally, the employers’ associations, Seopan (https://seopan.es/) and Tecniberia (https://tecniberia.es/), have presented an investment plan that presents diversificaton and energy efficiency as the key to boosting energy savings and the creation of jobs. With this proposal, the associations hope to pressure the Government to be more rigurous and comply with the regulation of gas emissions, recently approved by the EU.
The rehabilitation of buildings is a key factor in the recovery of the sector, but it is sometimes difficult because owners' associations are responsible for agreeing and implementing the rehabilitation plan for their buildings. Without this prior step, companies in the construction sector cannot start their work.
To complete the new panorama of the construction sector, after the crisis of coronavirus, the Government is working on two laws: the State Law on the Right to Housing and the Law on Architecture and the Quality of Built Environments. These laws will be very helpful in energizing the sector.
